【简介】：
普通对外信函，即是以机关或人民团体及其外事部门名义发出的，具体用于交涉问题、传达信息、联系事宜等方面的一种书信体涉外文书。普通对外信函用第三人称写成。
普通对外信函一般由四部分组成：
(一)上款 或叫称谓。写明受文机关或团体名称。要顶格写，后加冒号，有的第一行写地名。
(二)正文 正文即是写具体的内容。
(三)结语 一般写表示祝愿、问侯、致敬的话语。机关及其外事部门发出的普通对外信函，结语一般用“顺致崇高的敬意”或“顺致谢意”等；人民团体及其外事部门发出的普通对外信函，一般用“顺致谢意”或“顺致问侯”等。
(四)下款 也叫落款。一般只盖机关成团体及其外事部门的印章和写上发文日期、地点，不书写机关或团体及其外事部门的名称。
内容比较重要的普通对外信函，应该编号。编号一般排在信函首页右上方。

一、为了方便各国驻沈阳领事馆人员进入机场迎送客人，中国民用航空沈阳管理局特颁发“沈阳东塔机场外国驻沈阳领事馆人员通行证”(以下简称通行证)。
二、向各国驻沈阳领事馆馆长和夫人发给黄色通行证各一张，进入东塔机场客机坪指定地点迎送客人，也可凭此证进入候机楼贵宾室休息等侯。馆长不在职时，代理馆长可享受同等待遇，但请有关领事馆事前备函向发证机关说明。
三、向各国驻沈阳领事馆其他人员发给绿色通行证。凡领事馆人员(包括夫人)人数在二十一名以上者发给通行证三张，二十名以下者发给两张。领事馆人员可凭通行证进入东塔机场客机坪指定地点接送外交信使，但不得凭此证迎送其他客人。
四、各国驻沈阳领事馆人员可凭通行证进入东塔机场候机楼迎送客人，但不得凭此证进入候机楼登机厅和客机坪。
五、通行证只供本领事馆人员使用，应妥善保存。如有遗失，请即致函发证机关说明情况，经发证机关同意后补发。

1．To facilitate foreign consulate personnel’s access to the airport for the purpose of meeting or seeing off their guests，the CAAC Shenyang Administration hereby issues“Shenyang Dongta Airport Ground Pass for Foreign Consulate Personnel in Shenyang”(hereinafter referred to as“Ground Pass”)
2．Yellow Ground pass．Both the head of the consulate and his(or her)spouse shall be issued one yellow ground pass each with which they shall have access to the designated area on the passenger plane tarmac and to the VIP lounge in the terminal building of Dongta Airport for meeting or seeing off guests．In the absence of the head of the consulate，an acting head of the consulate may enjoy the same treatment provided that the consulate sends a note in advance to the Ground Pass issuing department．
3．Green Ground Pass．Green ground passes shall be issued to consulates in Shenyang foruse by other consulate personnel．Those consulates with a staff of over 21 persons(spouses included)shall be issued three ground passes each and those with a staff of 20 persons or less，two ground passes each．With the ground pass，consulate personnel shall have access to the designated area on the passenger plane tarmac of Dongta Airport only for meeting or seeing off diplomatic couriers．
4．For meeting or seeing off guests，foreign consulate personnel with the ground pass may enter the airport terminal building，but not the departure lounge and plane tarmac．
5．The ground passes are to be used by the personnel of the consulate concerned only and should be kept properly．In case of loss，the consulate is requested to send a note of explanation immediately to the issuing department which may approve of reissuing a ground pass．

四、凡经北京市外国企业服务总公司介绍应聘或受雇者，在签订合同后十天内持北京市外国企业服务总公司的证明信及合同副本，前往北京市工商行政管理局申请登记，领取有关证件，并持所领证件前往北京市公安局外国人出入境管理处登记备案。北京市人民政府京政发［1983］125号《通告》第三条规定同时废止。
五、在本办法公布前未经上列有关部门介绍或办理有关手续者，必须在一九八六年五月二十日前，按以上各条规定办理。
六、违反上述规定者，概由北京市公安局、工商行政管理局及有关部门，分别情况，按有关规定予以查处。

For the purpose of improving services for foreign and overseas Chinese institutions and individuals，the Beijing Municipal People’s Government hereby issues the following circular concerning Chinese work units or individuals seeking employment or service contracts from foreign，Hong Kong， Macao or overseas Chinese representative offices or individuals in Beij ing．
1．All those who wish to seek employment or construction or maintenance contracts，etc．from foreign diplomatic missions，offices of the United Nations organizations or correspondents of foreign news agencies in Beij ing should register in advance with and be recommended by the Beijing Service Bureau for Diplomatic Missions，
2．Those who seek employment or service contracts from the permanent offices(or representatives)of foreign，Hong Kong，Macao or overseas Chinese enterprises or other economic or ganizations should be recommended by FESCO．
3．Those who wish to render translation or publishing services to foreign offices(individuals)in Beijing should be recommended by the China Translation and Publishing Corporation，the World Affairs Press and the International Culture Publishing Corporation．
4．Those who are employed by foreign(overseas Chinese)offices(individuals)through the recommendation of FESCO shall，within ten days after the signing of the contract，register with the Beijing Municipal Administration for Industry and Commerce on presentation of the certificates of the FESCO and a copy of the contract and be issued the relevant certificates with which they shall register for record with the Administration for Exit and Entry of Foreigners of the Beijing Public Security Bureau，Article 3 of Circular Jing Zheng Fa No．125(1983)of the Beijing Municipal People’s Government is hereby repeated．
5．Those who were employed prior to the publication of this circular shall go through the above procedures before 20 May 1986．
6．Those who have violated the above-mentioned provisions shall be dealt with by the Beijing Public Security Bureau，the Administration for Industry and Commerce and other departments concerned in line with the relevant provisions on the merit of each case．
